Tenant's Name Was on Vacancy Lease

Tenant complained that landlord didn't offer him a renewal lease. The DRA ruled against tenant, finding that tenant didn't prove he had pass-on rights to the apartment. Tenant appealed and won. This wasn't a pass-on rights case. Tenant showed that his name was on the vacancy lease as cotenant. The other tenant had since moved out. Tenant stated that he was still in occupancy, and landlord didn't submit any proof to the contrary.
