Landlord Gets Vacancy Increase for Adding Tenant's Daughter's Name to Renewal Lease

Rent-stabilized tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. At one point, landlord renewed tenant's lease and allowed tenant to add her daughter's name as cotenant. Landlord pointed out that this created a new tenancy, and landlord was allowed at that point to collect a vacancy increase. The DRA had treated that lease as a simple renewal. The DHCR ruled for landlord. There was no overcharge.
