LVT Number: 17835

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration. The DRA ruled for landlord. Tenant appealed, claiming that some conditions still existed or weren't repaired in workman-like manner. The DHCR ruled against tenant. After the DRA reduced tenant's rent, landlord asked for a no-access inspection. Landlord arrived with his staff, prepared to do the work. Two DHCR inspectors also appeared. Tenant's daughter took everyone's picture. Tenant's son wanted to fight with one of the inspectors.

The daughter and son both were abusive to the inspectors, cursing at them and accusing them of taking bribes the entire time the inspectors were there. The inspectors left before landlord completed the repairs, and refused to return to the apartment for a follow-up inspection because they felt unsafe. And tenant admitted repairs were done. He just complained about how they were done. Under the circumstances, the rent was properly restored.
