Tenant's Complaint Too Vague

Tenant complained of reduced services. She claimed that there'd been a fire in her apartment on June 10. A DHCR inspector confirmed tenant's claim, but found that landlord had restored most---but not all---services. The DRA cut tenant's rent, and landlord appealed. Landlord argued that tenant's complaint didn't warrant a rent cut because it didn't spell out which services had allegedly been reduced by the fire. The DHCR revoked the rent cut. Tenant's complaint was too vague because it didn't list any defects in the apartment.
