Inspection Report Too Vague

Tenants complained of a reduction in building services. They claimed that the building needed pointing and a new roof. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that the inspection report leading to the rent reduction didn't support tenants' claims. It reported only water stains on certain walls in building public areas. Landlord claimed that these were minor conditions. The DHCR ruled for landlord. Tenants made no complaint about public area walls. And this finding was too vague to be considered related to the need for pointing and roofing.
