Tenant Settled Claims for $500

Tenant complained of reduced services, claiming that a fire had damaged his kitchen cabinets and counters. Landlord argued that it had paid tenant $500 to settle all claims. A DHCR inspector found that the kitchen cabinets and counters had been replaced, and the DRA denied tenant's application. Tenant appealed, arguing that he'd paid $172.12 to replace the cabinets and counters himself. Tenant loses. He'd accepted landlord's offer of $500 to settle all claims, so he can't get a rent cut.
