Tenant Refused Monthly Extermination Services

Tenant complained of a reduction in services, claiming that landlord didn't provide extermination services. The DRA ruled for tenant and reduced her rent. Landlord appealed, showing that monthly extermination service was provided but that tenant didn't take advantage of it. In addition, in response to tenant's complaint, landlord arranged for special service for tenant's apartment for two months. Tenant refused the special service for the first of the two months but accepted it the second month. Thereafter tenant didn't use the regular monthly service.
