Tenant Refused Landlord Access for Extermination

Rent-stabilized tenant complained of a reduction in services, claiming that there were roaches in her apartment. The DRA ruled for tenant after inspection, and reduced her rent. Landlord appealed and won. Landlord claimed that tenant continually denied landlord access to exterminate, and failed to set up a special appointment that landlord offered. Tenant admitted that she wasn't home on Saturdays and that the exterminator sometimes didn't show up. The DHCR found that landlord provided adequate extermination services and that tenant failed to provide reasonable access.
