Tenant Refused Replacement Refrigerators

Tenant complained of a reduction in services based on a problem with her refrigerator. The DRA ruled against tenant because tenant refused to accept a replacement refrigerator from landlord. Tenant appealed. The DHCR ruled against tenant. Landlord had offered tenant three similar refrigerators to replace the one in tenant's apartment, but tenant had refused all three.
