Tenant Didn't Reschedule Inspection

Tenant complained of a reduction in services. He claimed that there were holes in his kitchen cabinets and that the bathroom and kitchen needed painting. The DRA ruled against tenant based on tenant's failure to provide access to the DHCR's inspector. Tenant appealed, claiming that he didn't deny access. He said that he had repeatedly told landlord that another building tenant had keys for access to his apartment. The DHCR ruled against tenant. The DRA had sent tenant a notice on May 25, 2007, stating that a DHCR inspector would appear at the apartment on June 13.
