Tenant Didn't Provide Access for Inspection

Rent-stabilized tenant complained of a reduction in services. The DRA ruled against tenant, who appealed and lost. The DRA had mailed a notice of inspection to landlord, tenant, and tenant's representative for DHCR inspection on a specific date and time period. The inspector couldn't gain access to the apartment on the appointed date and time. The DRA therefore correctly dismissed tenant's complaint. [Download PDF of decision here.]
