Landlord Didn't Get Notice of Right to Request 'No-Access' Inspection

Tenant complained of a reduction in services. Landlord claimed that tenant wouldn't give access for repairs. The DRA ruled for tenant and reduced his rent. Landlord appealed. The DHCR ruled for landlord and revoked the rent reduction. The DRA didn't give landlord notice of the right to request a no-access inspection. This was contrary to established DHCR policy and practice. The case was sent back to the DRA for further processing.
