Tenant Didn't Provide Access to Exterminator

The DRA reduced tenant's rent based on landlord's failure to maintain a number of services. Landlord later filed an application to restore rent, claiming that most services had been restored. Landlord claimed that he tried to provide extermination service on four specific dates on which tenant wasn't home to provide access. An inspection showed evidence of roaches and rodents in tenant's kitchen. The DRA therefore denied landlord's application. Landlord appealed. Tenant admitted that although monthly extermination services were provided, she chose not to stay home.
