Tenant Didn't Provide Access at DHCR Inspection

The DRA reduced tenant's rent based on a reduction in services. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord based on tenant's failure to provide access at a DHCR no-access inspection. Tenant appealed, claiming that she tried to reschedule the inspection because of a court appearance. The DHCR had already changed the inspection date twice at tenant's request. And tenant didn't try to reschedule again until the day before the inspection date.

So the DRA correctly restored tenant's rent.
