Tenant Didn't Provide Access

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration. The DRA ruled for landlord. Tenant appealed, claiming that the conditions still existed. But tenant didn't provide access to the DHCR inspector. Tenant didn't give the inspector a reason for not providing access on her appointment date, and didn't try to reschedule with the inspector.
