DHCR Inspector Found That Intercom System Didn't Work

Rent-stabilized tenants complained of a reduction in building-wide services based on a defective intercom system. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord claimed that the DHCR's decision was unreasonable and incorrect. But the DHCR's inspector found that the intercom wouldn't connect to the apartments when dialed. The inspector dialed several different apartments and, each time an apartment was dialed, the display indicated that the intercom denied the inputted apartment.
