Tenant Didn't Complain About Peephole

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that one of the conditions resulting in a rent reduction wasn't part of tenant's complaint. The DHCR ruled for landlord. Tenant complained that the building's front door wasn't closing properly, which was confirmed by a DRA inspection. But tenant didn't complain about an inoperative peephole in the door. The $3 rent reduction for this condition was revoked.
