Tenants complained of a reduction in building-wide services. The DRA ruled for tenants, finding that the vestibule door lock was defective. Landlord appealed, pointing out that tenants didn't complain about the vestibule door lock. The DHCR ruled for landlord. Tenants had crossed out the word ``entrance'' on the complaint form and wrote that the unsecured door in question was at the ``side and back of the building.'' So landlord had no notice that tenants were complaining about the main-entry doors and this condition couldn't be the basis for rent reductions.
