Tenant Didn't Complain About Size of Kitchen Cabinets

Tenant complained of a reduction in services based on several conditions. The DRA ruled for tenant, reduced his rent, and ordered landlord to restore services. Tenant appealed. He said that the DRA didn't address his complaint about kitchen cabinets. He had two cabinets, and landlord later reduced the number to one cabinet. As a result, tenant claimed that he had less kitchen cabinet space. The DHCR ruled against tenant. Tenant's complaint only stated that his kitchen cabinets were damaged. He didn't complain about the size or number of the cabinets. Tenant must file a new complaint.
