Tenant Didn't Complain About Maid Service for 24 Years

Hotel-stabilized tenant complained of a reduction in services based on discontinuation of maid service. The DRA ruled against tenant. Tenant appealed and lost. Rent Stabilization Code Section 2523.4(e) states that the passage of four years or more without complaint is ''presumptive evidence'' that the condition in question is minor. Tenant allowed 24 years to go by before complaining about elimination of maid service. So the condition is minor and isn't a decrease in service.
