Tenant Can Withdraw Complaint After DRA Issues Order

Tenant complained of a reduction in services based on landlord's removal of storage space. The DRA ruled for tenant. Landlord appealed. While landlord's PAR was pending, landlord reached a settlement agreement with tenant. Tenant agreed that landlord's PAR should be granted and the DRA's order should be revoked. The DHCR ruled for landlord based on the settlement agreement. Tenant can withdraw a complaint, even after the DRA issues an order.
