Tenant Blocked Access to Kitchen and Bathroom

Tenant complained of reduced services. The DRA ruled for tenant and reduced his rent to $1.00 because the conditions made the apartment generally uninhabitable. Landlord later applied for rent restoration based on completion of some repairs and tenant's refusal to grant access for further repairs. The DRA ruled for landlord. Tenant appealed, claiming that repairs hadn't been completed. The DHCR ruled against tenant.

On two occasions, the DHCR's inspector visited the apartment but couldn't get access to the kitchen or bathroom because tenant had furniture piled up, blocking the entrance to those rooms.
