Tenant Didn't Allow Workers to Replace Bathroom Window

Tenant complained of a reduction in services based on a bathroom window that didn't open. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on attempted restoration of services. The DRA ruled for landlord. Tenant appealed and lost. An inspection showed that tenant refused to let landlord's workers replace the problem window. The rent was properly restored because tenant denied access for repairs.
