Temporary Scaffolding Outside Tenant's Apartment

Tenant complained of a reduction in services based on landlord's installation of temporary scaffolding outside tenant's apartment windows. The DRA dismissed tenant's complaint. The construction of a temporary scaffolding structure doesn't constitute a decrease in services.
