Outside of Apartment Windows Were Dirty

Rent-stabilized tenant complained of a reduction in services, claiming that her bedroom and living room window screens and outside of the windows were dirty, and that there was a damaged screen in the living room due to the use of a gas-powered leaf blower in the walkway outside the apartment. The DRA ruled for tenant and reduced her rent based on inspection, which found no damage to the screens but found the outside of the windows dirty. The inspector didn't find that the screens were dirty. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost.
