Roommate Can't Appeal Rent Reduction Order

Tenant complained of a reduction in services. The DRA ruled for tenant based on a finding of eight repair items in the apartment. Tenant's roommate appealed the DRA's decision because the DRA didn't include her name in the order. Landlord claimed that the roommate had no standing to appeal. The DHCR ruled for landlord and dismissed the roommate's PAR. In a separate proceeding, tenant, the same roommate, and another roommate all claimed they were entitled to a renewal lease. The DHCR had already ruled that only tenant was entitled to the renewal lease.
