DHCR Can't Rule on Tenant's Personal Injury Claim

Tenant complained of a reduction in services. A leak from above flooded her apartment and caused plaster to fall from the bathroom ceiling. Landlord responded to tenant's complaint and said that the conditions had been repaired. The DRA ruled against tenant and dismissed the complaint. Tenant appealed, claiming that she had been injured by the falling plaster and should be compensated. The DHCR ruled against tenant. The DHCR has no authority to rule on personal injury claims.
