Roof Not Entirely Replaced

Landlord applied for MCI rent hikes based on the installation of a roof with a cornice. The DRA ruled against landlord because the entire roof wasn't replaced. Landlord appealed and lost. The statement of landlord's contractor that 3,200 square feet of roof was replaced was contradicted by the statement of landlord's engineer that only 585 square feet of roof was replaced.
