Parapet Replacement Wasn't Done on Entire Building

Landlord applied for MCI rent hikes based on parapet replacement, pointing, and waterproofing. The DRA ruled against landlord, finding that the parapets weren't replaced on the entire perimeter of the building. And since the pointing and waterproofing were done in connection with the partial parapet replacement, they didn't qualify. Landlord appealed and lost. Parapet replacement doesn't qualify as an MCI unless done completely. And since the pointing and waterproofing were done in connection with work that didn't qualify as an MCI, it didn't qualify, either.
