Landlord Replaced Entire Chimney

Landlord applied for MCI rent hikes based on the installation of a chimney. The DRA ruled against landlord. Landlord appealed and won. Landlord's architectural drawing and other documents showed that the entire chimney was replaced, from the heating source up. Also, the work was done before the DHCR's 1990 useful life schedule was issued, so it shouldn't apply.
