Resurfacing of Driveway

Landlord applied for MCI rent hikes based on several improvements, including concrete resurfacing of a sidewalk and driveway. The DRA ruled against landlord, and landlord appealed. The DHCR ruled for landlord in part. The sidewalk was outside the property line and didn't qualify as an MCI. But the driveway was within the property line, and the entire original area of the driveway was resurfaced.
