Removal of Lobby Furniture Not Minor

Tenants complained of a reduction in building-wide services based on a number of conditions. The DRA ruled for tenants and reduced their rents. Landlord appealed. Among other things, landlord claimed that the removal of lobby furniture was a minor condition that didn't warrant a rent reduction. The DHCR ruled against landlord. Landlord had removed a desk, one or two chairs, end tables, lamps, a table in front of the couch, a desk for the switchboard operator, and a desk and chair for the elevator operator. This wasn't a minor service reduction.
