Pointing Work Done Building Wide

Landlord applied for MCI rent hikes based on pointing work. The DRA ruled for landlord. Tenant appealed, claiming that the work wasn't done on a building-wide basis. The DHCR ruled against tenant. Landlord's pointing work was substantial and qualified as an MCI. Landlord's renovation contract called for 4,550 square feet of pointing, the contractor submitted a diagram of the work, and landlord's architect stated that the pointing work was comprehensive.
