Pointing Done Building Wide

Landlord applied for MCI rent hikes based on pointing. The DRA ruled against landlord, finding that landlord had done only spot pointing. Landlord appealed. Landlord had submitted contractor's photos of the building exterior, a diagram of the areas pointed, and a detailed contractor's statement that 2,000 feet of exterior surface were pointed. The DHCR ruled for landlord. Landlord showed that the pointing was comprehensive and performed building wide.
