Plumbing Repairs No Excuse for Missing Bathroom Tiles

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the entire building was being re-piped. Landlord admitted that there were missing tiles and basin supports in tenant's bathroom, but said that they'd be replaced when the building work was completed. The DHCR ruled against landlord. Landlord remains obligated to maintain services even while rehabilitating the building.
