Loose Bathroom Tiles

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed. Among other things, landlord claimed that loose bathroom tiles, one of the reasons for the rent reduction, was a minor item. The DHCR ruled against landlord. Loose tiles, while easily fixed, aren't a minor condition and warrant a rent reduction.
