Cracked and Missing Floor Tiles

Tenant complained of a reduction in building-wide services based on cracked and missing common area floor tiles. The DRA ruled for tenant, and landlord appealed. The DHCR ruled against landlord. Due to the cracked and missing tiles, the sixth and seventh hall floors had trip hazards. The defects in the floor tiles weren't a minor condition.
