Landlord applied for MCI rent increases based on a number of improvements. The DRA ruled for landlord in part, permitting increases for roof installation but disallowing any increase for plumbing, water and waste line work. Landlord appealed and won. Landlord showed that this work was related to the new roof since it involved the removal and installation of pipes that ran on the roof and connected to lines at roof level.
