New Vent and Waste Line System Qualifies

Landlord applied for MCI rent increases for new vent and waste lines. The DRA ruled that this work wasn't an MCI. Landlord appealed, and the DHCR ruled for landlord. This installation was a necessary part of a newly installed adequate plumbing system in the building. Landlord was entitled to MCI increases.
