New Telephone/Intercom System

Landlord applied for MCI rent hikes based on the installation of a telephone/intercom system. The DRA ruled against landlord, finding that this work wasn't an MCI. Landlord appealed and won. Installation of intercoms in every apartment, together with an automatic door lock and push-button audio/telephone communication, qualifies as an MCI. Landlord's installation provided telephone communication between tenants and a lobby attendant and replaced an old telephone switchboard. A telephone connected with the intercom was installed in each apartment.
