Increase Granted for New Intercom System

Landlord applied for MCI rent hikes based on installation of a new intercom system. The DRA ruled for landlord, and tenants appealed. Tenants claimed that the old intercom system had to be replaced because it had been vandalized and was not repairable. The DHCR ruled against tenants. The fact that the work was done to correct defective conditions didn't bar the MCI increase.
