New Intercom System Qualifies

Landlord applied for MCI rent hikes based on the installation of a new intercom system. The DRA ruled for landlord. Tenants appealed, claiming that the useful life of the old intercom system hadn't expired. The DHCR ruled against tenants. Landlord proved through a contractor's affidavit that the prior intercom system was at least 20 years old, and was decrepit and antiquated. So the new intercom qualified for MCI rent hikes.
