New Sewer Doesn't Qualify

Landlord applied for MCI rent increases based on the installation of a new sewer. The DRA ruled against landlord, and landlord appealed. The DHCR ruled against landlord. Most of the work consisted of installing an extra-heavy cast-iron sewer line from the spur connection in the city sewer to the house trap inside the building. This was repair work and didn't qualify as an MCI.
