Refurbishment of Vestibule Walls and Stairs Doesn't Qualify

Landlord applied for MCI rent hikes based on refurbishment of vestibule walls and stairs. The DRA ruled against landlord, finding that this work didn't constitute an MCI. Landlord appealed and lost. The work was done only in the vestibule. Refurbishment of the vestibule doesn't qualify as an MCI.
