Replacement of Venetian Blinds Doesn't Qualify

Landlord applied for MCI rent hikes based on replacement of building windows and venetian blinds. Landlord argued that the new blinds were required because the old ones didn't fit the new windows. The DRA granted landlord's application for an increase based on the cost of the windows, but denied the application for the blinds. Landlord appealed, and the DHCR upheld the DRA's ruling. MCIs apply only to structural elements of the building, and venetian blinds aren't considered structural elements.
