Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that a number of improvements had been made to tenant's apartment before tenant moved in---including kitchen paneling at a cost of $2,000. The DHCR ruled for landlord. Landlord was entitled to a rent increase equal to 1/40th of the cost of the paneling.
