The DRA ruled against tenant, finding no overcharge. Tenant appealed, claiming that landlord didn't prove the cost of items for which the DRA granted a 1/40th rent increase. The DHCR ruled against tenant. Landlord proved the cost of the installation of a new kitchen floor, new refrigerator, and medicine cabinet costing a total of $970.
