New Entrance Doors and Intercom Qualify as MCIs

Landlord applied for MCI rent hikes based on the installation of new building entrance doors, an intercom, and plumbing system repiping. The DRA ruled for landlord and increased the rents. Tenant appealed and lost. Tenant claimed that new entrance doors weren't needed and that the intercom system never worked. But landlord proved the scope and cost of the work performed and tenant never complained to the DRA.
