Building Entrance Doors Qualify as MCI

The DRA granted landlord's application for MCI rent hikes based on installation of building entrance doors. Tenant appealed and lost. Tenant told the DRA that the entrance doors didn't comply with the NYC Building Code or the Americans with Disabilities Act. But this didn't determine whether the work qualified as an MCI. Tenant could complain to agencies that ruled on those issues. Tenant also claimed that the new doors didn't lock properly. If so, tenant could file a complaint with the DHCR concerning a decrease in services.
