New Building Entrance Door Qualifies as MCI

The DRA granted landlord's application for MCI rent hikes based on the installation of building entrance doors throughout the apartment complex. Tenant appealed and lost. Tenant claimed that no door was installed at her building. But tenant didn't raise this claim before the DRA. And landlord submitted photographs documenting the new door that was installed at tenant's building.
